Program Manager - Remote

Overview

PenBay Technology Group is seeking a full-time Program Manager who will be responsible for providing full lifecycle program management support for all activities under the contract. This role ensures effective planning, execution, monitoring, and reporting of all contract tasks while serving as the primary interface with the Federal Aviation Administration (FAA), the Program Office, and the Contracting Officer’s Representative (COR). The Program Manager oversees organizational performance, ensures adherence to schedule, cost, and performance objectives, and leads the contractor's program management organization.

In Short

• Establish and maintain a formal program management structure.
• Provide program control, quality assurance, and risk management.
• Serve as the primary point of contact with government representatives.
• Lead and manage contractor staff and resources.
• Develop and maintain a comprehensive Project Management Plan (PMP).
• Create and maintain detailed project schedules.
• Prepare and submit Monthly Status Reports (MSRs).
• Participate in monthly Program Management Reviews (PMRs).
• Develop, implement, and maintain a Quality Control Plan (QCP).
• Execute the approved Transition-In and Transition-Out Plans.

Requirements

• Proven experience managing federal government programs.
• Strong understanding of program and project management practices.
• Demonstrated ability to manage cost, schedule, and performance.
• Excellent communication skills with government stakeholders.
• Experience with schedule management tools and risk mitigation.
• Ability to lead teams and manage subcontractors.
