Senior Budget Analyst - Remote

Overview

The Senior Budget Analyst is responsible for managing the annual budget for a software development Product Line at the Department of Veterans Affairs (VA), as well as supporting the development and tracking of the Product Line’s acquisition and procurement requirements. This role includes performing multi-year budget planning (MYP), developing an annual Budget Operating Plan (BOP), and creating acquisition packages for the procurement of software products, services, and licenses.

In Short

• Manage budget and acquisition needs throughout all phases of the contracting and software development lifecycle.
• Support VA customers by developing and executing their annual BOP, including MYP estimates and an acquisition strategy for procuring IT products and services.
• Prepare, submit, and validate budget status reports and actual costs.
• Assist investment managers with updating descriptions and contract information.
• Provide daily tracking of execution-year funding.
• Develop and update execution artifacts and provide Earned Value Management reports.
• Prepare unfunded requirements documentation.
• Lead efforts to secure UFR funding.
• Draft acquisition artifacts in accordance with FAR and VA policies.
• Conduct market research and perform Analyses of Alternatives.

Requirements

• Experience and knowledge of federal budgeting and acquisitions.
• Excellent written and verbal communication skills.
• Strong understanding of the Software Development Life Cycle and Agile methodologies.
• Ability to self-organize and manage workload.
• Strong analytical skills and attention to detail.
