Mid-Term Evaluation Consultant – Cash Consortium of Sudan - Remote

Overview

The Mid-Term Evaluation Consultant will assess the effectiveness of the Cash Consortium of Sudan in delivering cash assistance and achieving intended outcomes in a challenging environment.

In Short

• Conduct an inception and evidence-mapping exercise.
• Develop the initial contribution story using existing data.
• Conduct qualitative consultations with stakeholders.
• Apply Contribution Analysis and Process Tracing methods.
• Perform structured desk-based triangulation of datasets.
• Facilitate workshops to review findings with partners.
• Produce required deliverables including reports and matrices.
• Work closely with the CCS MEL Manager and other stakeholders.
• Timeframe: February 2026 – April 2026.
• Open to individual consultants and consulting firms.

Requirements

• Proven track record in complex evaluations of humanitarian programs.
• Expertise in theory-based evaluation methods.
• Strong proficiency in Monitoring, Evaluation, and Learning (MEL).
• Experience with international donors and their evaluation standards.
• Ability to lead qualitative inquiries and integrate insights with data.
• Excellent analytical, writing, and project management skills.
• Commitment to quality and ethical engagement with communities.
