This consultancy focuses on enhancing humanitarian diplomacy and engagement with Gulf Cooperation Council (GCC) Member States in the context of the ongoing international armed conflict between Ukraine and the Russian Federation.

In Short

  • Conduct stakeholder mapping in GCC countries.
  • Develop an engagement strategy for humanitarian diplomacy.
  • Facilitate high-level meetings with key stakeholders.
  • Provide recommendations for sustained cooperation.
  • Work over 75 days between May and August 2025.
  • Focus on Saudi Arabia, Qatar, and the UAE.
  • Leverage diplomatic networks for effective engagement.
  • Ensure long-term impact and institutional buy-in.
  • Report to Mercy Corps’ Regional Policy and Advocacy Advisor.
  • Pending donor approval for the project.

Requirements

  • 10+ years of experience in diplomacy or humanitarian engagement.
  • Understanding of GCC institutional cultures and multilateralism.
  • Proven track record in high-level event facilitation.
  • Ability to develop effective engagement strategies.
  • Strong network in the Gulf region.
  • Cultural sensitivity and diplomatic discretion.
  • Ability to manage competing priorities under pressure.
  • Fluency in Arabic is desired.
  • University degree in relevant fields.
  • Strong research and analytical skills.
