Project Manager - Staff Management and Project Support - Remote

Overview

Lynker Corporation is seeking to hire a Project Manager to support a contract with NOAA’s National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF). This is a full-time, primarily remote position based in Silver Spring, MD, anticipated to begin July 1, 2026. Hiring for these positions will be contingent on contract award. Lynker will be operating under its FLOAT joint venture, a NOAA ProTech Fisheries 2.0 prime contract holder.*

NOAA OSF requires project management and administrative leadership to coordinate implementation of fisheries management actions under Executive Order 14276, Restoring American Seafood Competitiveness. This role will oversee contractor staff, manage multiple concurrent projects, and ensure timely, compliant delivery of regulatory and analytical products.  This position is contingent upon contract award.

In Short

• Identify fisheries management needs and respond to NOAA and NMFS leadership requests.
• Develop and execute plans to meet fisheries management needs.
• Lead contractor teams to ensure successful implementation of the Seafood EO.
• Provide project management and regulatory analysis support.
• Collaborate with staff to resolve issues and meet deadlines.
• Manage multiple projects and contractor resources.
• Communicate project status and updates effectively.
• Facilitate training programs for contract staff.
• Ensure compliance with federal requirements and legal standards.
• Identify and mitigate risks affecting project timelines.

Requirements

• Bachelor’s degree in public administration, environmental policy, fisheries, or related field (Master’s preferred).
• At least five (5) years of project management experience supporting federal programs.
• Experience managing multidisciplinary teams.
• Strong organizational, leadership, and communication skills.
• Applied expertise with relevant statutes, including the MSA, ESA, MMPA, and NEPA.
• Experience with project planning and tracking tools.
• PMP certification preferred.
