Overview

The Civil Service Staffing Specialist serves as a senior-level strategic partner to USAID B/IO leadership, providing expert consultative services across staffing, position management, organizational development, and workforce planning.

In Short

• Serve as a trusted HR advisor to Agency leadership and staff.
• Provide expert interpretation and guidance on OPM, 5 CFR, and USAID HR policies.
• Develop short- and long-range staffing plans aligned with strategic workforce goals.
• Influence and coach management on change initiatives and talent optimization.
• Recommend improvements to position descriptions and structures.
• Provide consultative services on reorganization and consolidation of functions.
• Identify gaps in HR processes and develop actionable solutions.
• Draft or revise standard operating procedures and HR policy guidance.
• Communicate HR solutions in high-stakes policy environments.
• Must be willing to be on-site in VA regularly.
