Government Proposal Writer - Cleaning & Janitorial Services - Remote

Overview

We are seeking an experienced and detail-oriented Proposal Writer with a solid background in government contracting, specifically within the cleaning and janitorial services industry. The ideal candidate will be responsible for identifying bid opportunities, crafting compliant and competitive proposals, and ensuring timely submission for local, state, and federal contracts. In Short

• Analyze and respond to Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Invitations to Bid (ITBs) for cleaning and janitorial services
• Write clear, compelling, and customized proposals that align with solicitation requirements and evaluation criteria
• Develop proposal content including company background, technical approach, pricing summaries, safety protocols, quality control plans, and past performance narratives
• Coordinate with internal stakeholders to collect documentation, certifications, and project details
• Research contract opportunities via portals such as SAM.gov, state procurement websites, and local municipality platforms
• Maintain and update a proposal library including reusable content, templates, and capability statements
• Track proposal submissions, win/loss metrics, and post-submission communications
• Ensure proposals are fully compliant with all government regulations, including FAR (Federal Acquisition Regulation) where applicable

Requirements

• Proven experience in writing proposals for government cleaning or janitorial contracts
• Deep understanding of government procurement processes and regulations
• Excellent writing, proofreading, and organizational skills
• Ability to interpret technical requirements and develop effective responses
• Familiarity with registration and bidding portals such as SAM.gov, state procurement systems, and eBid platforms
• Proficient in Microsoft Office (Word, Excel), Adobe Acrobat, and proposal formatting
• Ability to work under tight deadlines and manage multiple submissions
