Overview

Looper Consulting is seeking a highly qualified Program Manager to support outreach initiatives for the U.S. Department of Defense, focusing on strengthening connections with Historically Black Colleges and Universities and Minority-serving Institutions.

• Lead national outreach strategies connecting DoD stakeholders with educational institutions.
• Oversee planning, coordination, execution, and reporting of outreach activities.
• Manage the full lifecycle of application processing and data management.
• Develop networks across DoD, academia, and government partners.

• Prepare detailed reports and documentation for government stakeholders.
• Direct day-to-day program operations and manage budgets.
• Serve as the primary contact for sponsors and partner organizations.
• Facilitate collaboration among diverse stakeholder groups.

Requirements

• Master’s degree in STEM, Education, Program Management, or related field.
• 10 years of experience in managing STEM-related programs.
• Expertise in planning and reporting complex program activities.
• Experience managing budgets and contracts in government environments.
• Strong communication and leadership skills.
