Reporting to the Director of Finance Analytics, the Finance Commercial Operations Manager is responsible for the management and oversight of daily Covered California financial operations and reporting, premium billing activities, commission payments, and monitoring of third-party vendors that impact financial activities. This position also reviews monthly revenue reconciliation reports and data, reviews and approves grace period/termination/suspended member notifications, and reviews and recommend updates to financial policies for Covered California

In Short

• Oversee daily premium billing activities and ensure accurate invoicing.
• Manage premium data and create reports for management and auditors.
• Guide team members in resolving errors and analyzing data.
• Ensure compliance with regulatory requirements.
• Maintain quality control over billing operations.
• Manage reconciliations between revenue streams and enrollment data.
• Support financial reporting with revenue accruals.
• Assist in formulating departmental policies and procedures.
• Hire, train, and manage support staff.
• Perform additional duties as required.

Requirements

• Minimum of five years of relevant experience in managed care or premium billing.
• Two years in a supervisory capacity or a Master's degree/CPA license.
• Bachelor's degree in Finance, Business Administration, Economics, or related field.
• Master’s degree preferred.
• Strong knowledge of GAAP and commercial health plan billing practices.
• Proficiency in Microsoft Office with advanced Excel skills.
• Excellent problem-solving and analytical skills.
• Demonstrated leadership abilities.
• Effective communication skills at all organizational levels.
