International Individual Consultant - Thematic Evaluation of Sexual and Reproductive Health - Remote

Overview

UNFPA Syria is preparing for its new Country Programme Document (CPD) and seeks to conduct a thematic evaluation of its Sexual and Reproductive Health (SRH) program to align with national priorities and global commitments.

In Short

• Conduct a thematic evaluation of the SRH program in Syria.
• Assess relevance, effectiveness, and efficiency of SRH interventions.
• Document lessons learned and good practices for future programming.
• Develop the theory of change for the SRH program.
• Identify structural barriers and institutional capacities affecting SRH services.
• Work remotely and coordinate with local teams for data collection.
• Prepare an inception report outlining methodology and timelines.
• Conduct a comprehensive desk review and key informant interviews.
• Analyze findings and draft a report with actionable recommendations.
• Present findings and finalize the report based on feedback.

Requirements

• Master’s degree in medical sciences, public health, or social sciences.
• Minimum 7 years of relevant experience in evaluations.
• Experience with UN or INGO on SRH programs is an asset.
• Excellent analytical and writing skills.
• Familiarity with UNFPA’s mandate.
• Ability to manage a data collection team across multiple locations.
• Very good command of English and Arabic.
• Commitment to ethical considerations during the evaluation process.
• Strong interpersonal and communication skills.
• Ability to work independently and collaboratively with stakeholders.
