Product Owner / Technical Lead - Remote

Overview

The Product Owner / Technical Lead will serve as the primary liaison between government stakeholders, end-users, and the development team for the Theater Blood (TBLD) application under the JOMIS program, ensuring user needs and system architecture are translated into actionable backlogs.

In Short

• Define and prioritize the product backlog in alignment with Defense Health Agency requirements.
• Represent end-user needs and mission outcomes in planning and delivery.
• Translate high-level requirements into clear epics, features, and user stories.
• Provide architectural and technical guidance to development teams.
• Coordinate with system architects, developers, and testers for technical feasibility.
• Oversee system integration with DoD healthcare and logistics systems.
• Lead sprint planning and program increment sessions.
• Track metrics for product performance, quality, and security.
• Support continuous improvement and optimize across the program.
• Promote Zero Trust and cyber-resiliency principles.

Requirements

• Bachelor’s degree in Computer Science, Engineering, or related field; Master’s preferred.
• 7+ years of experience in software product management or technical leadership.
• Strong knowledge of Agile frameworks and DevSecOps practices.
• Experience with cloud, microservices, and containerized architectures.
• Familiarity with Python, JavaScript, PostgreSQL, APIs, and CI/CD workflows.
• Understanding of DoD cybersecurity standards and ATO processes.
• Ability to balance technical trade-offs with mission priorities.
• Collaboration skills across cross-functional teams.
• Eligibility to work in the US without sponsorship.
• Ability to obtain SECRET security clearance.
