Senior Purchase Card Consultant - Remote

Overview

The Senior Purchase Card Consultant is responsible for providing leadership, guidance, and technical and regulatory expertise to the Purchase Card Analysts in conducting their oversight role for the NIH Purchase Card Program.

• Provide leadership and guidance to Purchase Card Analysts.

• Conduct annual compliance reviews of cardholders and approving officials.
• Prepare briefing materials and presentations for the NIH Agency Program Coordinator.
• Develop and update training materials in accordance with relevant regulations.
• Document and prepare responses to various external and internal entities.
• Conduct exit briefings and finalize review reports.
• Manage project deliverables and reporting for the Purchase Card Program.
• Utilize data analysis tools and ensure compliance with standards.
• Foster teamwork and effective communication among stakeholders.

Requirements

• Bachelor's Degree with at least 8 years of relevant experience.
• Strong leadership, project management, and analytical skills.
• Experience with compliance auditing and certification in auditing.
• Knowledge of FAR, HHSAR, and GSA regulations.
• Proficiency in Microsoft Office, especially Excel and Access.
• Ability to communicate effectively both orally and in writing.
• Experience in procurement and oversight of financial practices.
• Ability to work collaboratively in a team environment.
• Strong organizational skills and attention to detail.
• Familiarity with data analysis tools and techniques.
