Construction Management Project Manager – Disaster Recovery - Remote

ICF is seeking a Construction Project Manager to assist the State of Oklahoma with managing federal grants to carry out strategic and high-impact activities to rebuild its housing stock, mitigate disaster risks, and reduce future losses in its communities.

In Short

• Manage federal grants for disaster recovery and mitigation in Oklahoma.
• Oversee construction processes and procedures for housing projects.
• Ensure compliance with HUD and Oklahoma Building Code requirements.
• Lead multidisciplinary teams in construction oversight and quality control.
• Develop SOPs for construction standards and environmental hazard mitigation.
• Coordinate with state and local officials for project compliance.
• Conduct training sessions for local partners and internal teams.
• Manage client contracts and work order requirements for profitability.
• Monitor resources and resolve construction-related issues.
• Travel may be required for programmatic support and community events.

Requirements

• Bachelor’s degree in Construction Management, Engineering, or related field.
• 5+ years of experience with federally funded construction programs.
• Strong understanding of HUD requirements and Oklahoma Building Code.
• Demonstrated leadership managing multidisciplinary teams.
• Familiarity with cost estimating tools and Davis-Bacon compliance.
• Excellent communication skills for coordination across agencies.
• Proficient in Microsoft Office Suite and project management platforms.
• Ability to interpret building codes and resolve issues among parties.
• Expert knowledge of Oklahoma's State Building and Residential Codes.
• Proficiency in reading residential and commercial building plans.
