B-Care Project Officer Consultant - Remote

Overview

The B-Care Project Officer Consultant will support the development of a common competency framework and labor mobility scheme for the aged care sector in the EU, addressing workforce shortages through research and stakeholder engagement.

In Short

• Assist with research on competency frameworks for Health-Care Assistants in selected EU Member States.
• Build relationships with key stakeholders in the care sector.
• Identify gaps between skill requirements and training supply in selected countries.
• Engage in workshops and missions to advance coalition building.
• Outline and produce various work products including reports and presentations.
• Utilize strong qualitative research skills and communication abilities.
• Work part-time from September 2025 to March 2026.
• Remote position with a preference for candidates based in Europe.
• Contribute to ethical labor mobility solutions for low-income countries.
• Support the aged care sector in meeting workforce demands.

Requirements

• Bachelor's degree in educational sciences, public policy or related disciplines.
• 3+ years of experience in research, public policy, or labor mobility.
• Strong relationship development skills with multi-sectoral audiences.
• Knowledge of competency frameworks and outcome-based learning.
• Extensive qualitative research skills.
• Strong communication and writing skills.
