Overview

The Chief Procurement Officer will oversee the procurement process for the Agency, providing leadership and implementing strategic procurement plans while ensuring compliance with federal and state laws.

In Short

  • Lead the Agency's procurement program and develop strategic plans.
  • Ensure compliance with procurement laws and regulations.
  • Oversee all procurement transactions and manage procurement metrics.
  • Provide training on purchasing and contract administration.
  • Manage procurement staff and oversee their performance.
  • Engage with stakeholders to improve procurement functions.
  • Act as a liaison with other government departments.
  • Develop and implement procurement policies.
  • Monitor procurement performance metrics.
  • Participate in statewide projects to modernize procurement.

Requirements

  • Six years of supervisory or management experience.
  • Experience in leading and motivating procurement teams.
  • Excellent communication and customer service skills.
  • Experience in creating staff development plans.
  • Ability to maintain an inclusive workplace.
  • Knowledge of Oregon’s Public Procurement Statutes and Rules.
  • Preference for candidates with a relevant Bachelor's Degree.
  • Experience in procurement transactions exceeding $150,000.
